Language tests available in Pakistan
For Express Entry, IRCC accepts three English tests and two French tests:
- English: IELTS General Training, CELPIP-General and PTE Core.
- French: TEF Canada and TCF Canada.
Two details catch people out:
- IELTS Academic isn't accepted for Express Entry. Many students take Academic for university admissions, but for permanent residence you need General Training.
- IELTS One Skill Retake isn't accepted for Express Entry either.
CELPIP lists test sittings in Karachi and Islamabad. IELTS and PTE are also offered in Pakistan through their providers. Check each provider's website for current cities, dates and prices before booking, and book early because popular dates fill quickly.
Results must be less than two years old when you create your profile and when you submit your application. If your process might take longer, plan for a retake.
Getting your degree assessed: WES and HEC
If you studied in Pakistan, you usually need an Educational Credential Assessment (ECA) to qualify for the Federal Skilled Worker Program or to earn points for your education. IRCC designates five organisations, including World Education Services (WES), the International Credential Assessment Service of Canada (ICAS) and the Comparative Education Service at the University of Toronto.
WES works with Pakistan's Higher Education Commission (HEC). According to WES, if your institution is recognised by HEC, you'll be directed after applying to send your academic documents through HEC, which forwards them to WES. In most cases you only need to assess your highest completed credential.
Practical points:
- Start early. Getting documents from your university and through HEC takes time.
- Check your name spellings. Make sure your degree, transcripts, passport and CNIC show your name consistently, or be ready to explain differences.
- Watch the five-year validity. Your ECA must be less than five years old when you create your profile and when you apply.
Police certificates, province by province
You generally need a police certificate from every country where you've lived for six months or more in a row since age 18. Your document checklist confirms the exact period for your program. For Pakistan, IRCC's instructions describe a Police Character Certificate (sometimes called a Police Clearance Certificate).

IRCC lists the usual documents as a completed application form, certified copies of your passport (including pages showing your legal stay), a certified copy of your national identity card, three passport-size photographs and the fee.
If you live outside Pakistan, contact the nearest Pakistani embassy or consulate. A relative in Pakistan may be able to apply for you with the documents above plus an affidavit and an authority letter.
Biometrics and medical exams
After you submit an application, IRCC sends a biometric instruction letter if you need to give fingerprints and a photo. In Pakistan, IRCC lists visa application centres in Islamabad, Lahore and Karachi, run by VFS Global. Book through the official centre website and bring your letter and passport.
For permanent residence, you'll also need an immigration medical exam from a panel physician approved by IRCC. Your own family doctor can't do it unless they're on IRCC's list. Use IRCC's official panel physician search to find one near you.
Proving your funds
If you apply through the Federal Skilled Worker Program or the Federal Skilled Trades Program, and you don't already have a job offer and permission to work in Canada, you must show settlement funds.

What this means in practice:
- The money must be yours (or jointly yours and your spouse's) and available to you. Borrowed money doesn't count.
- Property doesn't count. Land or a house in Pakistan isn't accepted as settlement funds.
- Get official bank letters that show your current balance and average balance, on bank letterhead with contact details.
- Explain large deposits. If you sold property or received a gift, keep the sale deed or gift paperwork so you can show where the money came from.
- Informal savings are hard to prove. Money held in cash or in an informal committee scheme needs to be deposited in a bank well before you apply, so it appears in your statements.

Moving your savings and banking in Canada
When you move, transfer your funds through formal banking channels so there's a clear record. Many Canadian banks let newcomers open an account soon after arrival, and some allow you to start before landing. Once you arrive, get your Social Insurance Number, open an account and check when provincial health coverage starts. Buy private insurance for any waiting period.

Scams that target Pakistani applicants
Some agents in Pakistan sell "Canada work visas", "LMIA jobs" or "guaranteed PR" for large sums. Be very careful.
- No one can sell you a Canadian job or visa. Employers can't charge for job offers, and only IRCC issues visas.
- Fake job letters and LMIAs can lead to refusal and a ban on applying again for a period. The consequences fall on you, not the agent.
- IRCC never asks for payment by money transfer, gift card or to a personal account.
- Only licensed representatives can charge you: Canadian consultants registered with the College of Immigration and Citizenship Consultants, lawyers and Quebec notaries. Check their licence yourself.
