Canada's Tech Talent Routes in 2026: What's Open and What Closed
Which Canadian immigration routes still work for tech workers in 2026: the Global Talent Stream, Express Entry, provincial streams and the closed Start-up Visa.

When this article first appeared in 2022, Canada was racing to recruit tech workers, and new routes seemed to open every few months. Four years later the picture is more mixed. Some routes are still fast and useful, some have quietly closed, and the permanent residence routes have shifted toward other occupations.
This is a plain status report for tech workers as of September 2026: what's open, what's closed, what it pays and what a realistic plan looks like. Rules change quickly, so check the official page for each route before you commit time or money.

The pattern is clear. The fast temporary routes still exist, but the "tech-only" doors to permanent residence have mostly closed. The main road now runs through Canadian work experience.
The Global Talent Stream: still the fastest door
The Global Talent Stream is part of the Temporary Foreign Worker Program. It lets Canadian employers hire highly skilled foreign workers through a fast Labour Market Impact Assessment (LMIA), which is Employment and Social Development Canada's check that hiring you won't hurt the local labour market.
It has two categories:
- Category A is for innovative companies referred by a designated partner organization that need unique, specialized talent to grow.
- Category B is for jobs on the Global Talent Occupations List, such as software engineers and designers and cybersecurity specialists. No referral is needed.
How fast and who pays
Service Canada aims to decide Global Talent Stream applications within 10 business days, 80% of the time. IRCC then aims to process the work permit within 2 weeks, also 80% of the time.
The employer pays a CAD 1,000 LMIA fee per position and can't recover it from you. They must also sign a Labour Market Benefits Plan, a commitment to activities that benefit Canadian workers, such as training.
What the employer must pay you
The employer must pay at least the prevailing wage: the highest of the Job Bank median for the job and region, or what they pay current staff in the same role. Category A has set floors of CAD 80,000 a year for the first two positions and CAD 150,000 for additional ones. Some Category B jobs also have floors. Computer network technicians, for example, must earn at least CAD 85,000.
The Global Skills Strategy
The Global Skills Strategy is IRCC's umbrella for faster hiring of highly skilled workers. If you apply from outside Canada for a job in TEER 0 or 1 (management and professional roles), or with a Global Talent Stream LMIA, you may qualify for 2-week work permit processing when your application is complete.
It also includes short-term work permit exemptions for some brief assignments and for researchers. If your employer mentions a short project in Canada, ask whether an exemption applies before anyone files a work permit.
Express Entry and the STEM category
Express Entry is Canada's main system for skilled workers seeking permanent residence. Candidates get a Comprehensive Ranking System (CRS) score, and IRCC invites the top scorers in regular rounds.
Since 2023, IRCC has also run category rounds for particular occupations. The 2026 STEM category lists:
- Cybersecurity specialists
- Civil, mechanical, electrical and electronics, industrial and manufacturing, and geological engineers
- Civil, mechanical, and electrical and electronics engineering technologists and technicians
Software engineers, software developers, data scientists and most IT roles aren't on the list. And even for listed jobs, there hasn't been a STEM round since 11 April 2024. In 2026, IRCC's category rounds have gone to French speakers, health care, trades, transport, physicians, senior managers and military recruits.
Two new 2026 categories, researchers and senior managers, may interest some tech professionals, but both require Canadian work experience.
The route most tech workers actually use
The Canadian Experience Class is for people with at least one year of skilled work experience in Canada. It has had frequent rounds in 2026, with cut-offs between 507 and 523. That makes the common path clear: get a Canadian job and work permit first, then apply for permanent residence from inside Canada.

Provincial routes for tech workers
Provinces used to be the tech worker's best friend. That has changed.
- British Columbia ran dedicated tech draws until 3 December 2024. It now sends targeted invitations under its "Care, Build, Innovate" plan, where "Innovate" covers high-impact roles across sectors.
- Ontario closed Express Entry Human Capital Priorities, which often invited tech workers, on 26 June 2026. Its new Ontario Workforce Priority stream needs a permanent job offer from an Ontario employer and six months in that job.
- Saskatchewan lists technology among its 2026 priority sectors, and some streams don't need a local job offer.

Founders: the Start-up Visa has closed
The Start-up Visa offered permanent residence to founders backed by a designated Canadian venture capital fund, angel group or business incubator. IRCC stopped accepting new applications on 31 December 2025, except from people holding a valid 2025 commitment certificate. Those applicants had until 30 June 2026 to apply.
IRCC continues to process applications it already received and is not designating new organizations. It has said the changes lay the groundwork for a new, targeted pilot for immigrant entrepreneurs, with details to come in 2026. What about H-1B holders in the US?
In July 2023, Canada offered open work permits to 10,000 H-1B holders in the United States. The cap was reached the next day, and the program closed.
Budget 2025 said Canada would launch an accelerated pathway for H-1B holders. At the time of writing, IRCC hasn't published an application page for it, so treat any detailed claims about it with caution until one appears on canada.ca.
What tech jobs pay
Job Bank publishes wages from Statistics Canada's Labour Force Survey. These are hourly figures for 2023–2024, in Canadian dollars. Low and high show the lower and upper ends of the pay range.

A median of CAD 56.49 an hour works out to roughly CAD 110,000 a year at 37.5 hours a week, before tax. Regional differences matter: the software engineer median is CAD 62.50 in British Columbia, CAD 56.73 in Ontario and CAD 51.92 in Alberta.

Add a language test, an Educational Credential Assessment if your degree is from abroad, medical exams, police certificates and flights. Plan for rent deposits and a possible wait for provincial health cover. Step by step: a realistic plan
- Pin down your NOC code from your actual duties, not your job title.
- Take an approved language test. Strong English or French scores help at every stage.
- Get your degree assessed if you plan to use Express Entry.
- Create an Express Entry profile if you're eligible, even though STEM rounds are quiet. General and program rounds can still reach you.
- Apply to Canadian employers directly, mentioning the Global Talent Stream if your role is on the list.
- Once hired, work at least a year and build your Canadian experience.
- Apply for permanent residence through the Canadian Experience Class or a provincial stream where you work.

Scams aimed at tech workers
- Fake recruiters on LinkedIn or messaging apps asking for "processing" or "LMIA" fees. Employers pay the LMIA fee and can't charge you for it.
- Remote "Canadian" jobs that need you to buy equipment first. A real employer doesn't ask you to pay upfront.
- Guaranteed Express Entry invitations or STEM round "predictions" for sale. No one can guarantee a round.
- Unlicensed advisers. Only licensed consultants, lawyers and Quebec notaries can charge for immigration advice.
Your checklist
- Confirm your NOC code and whether it's on the Global Talent Occupations List.
- Book or retake a language test.
- Start your credential assessment.
- Build a Canadian-format CV and target employers who have hired internationally.
- Check IRCC's category page, the Start-up Visa page and your target province's news page every few weeks.
- Budget for fees and a first-month cushion.
Canada still wants skilled tech workers, but it now prefers to meet them as employees first. Treat a Canadian job as your first milestone, and permanent residence becomes a much more predictable second step.

Not one single program. The closest is the Global Talent Stream, a fast employer-led work permit route. For permanent residence, tech workers use the same programs as other skilled workers, mainly Express Entry and provincial streams.

No. The 2026 STEM list covers cybersecurity specialists and several engineering and engineering technology jobs. Software engineers, developers and data scientists aren't on it.
